The part after “and” goes after the point, and its last word names the last place: thousandths need three places. To compare, line up the points and compare from the left.

Watch for: Leaving out zeros: forty-two thousandths is 0.042, not 0.42. Thinking 0.097 is more than 0.1 because 97 is more than 1. Giving a digit the wrong place in expanded form, like 0.8 for the 8 in 7.583.
At home: Write two decimals, like 0.4 and 0.35, and ask which is greater. Writing 0.4 as 0.40 makes the comparison easier to see.
